A few days ago HiDefSooner said wrote that the reason the CBS “It’s All Here” promo looks so clear is that it was originally recorded directly to tape (or disc), instead of having been shot on film. How do you know it was originally recorded electronically?

I can tell.
The CBS It’s All Here promo is a mix of HD shots. Some are shots with HD Video some are shot on film the transfered to HD Video, they look like clips from the actual shows.
Like when they name there shows at the begining when they name their shows, Cold Case, CSI, Jag and Navy NCIS. Then you see the two stars from Everybody loves Raymond when they say “You are watching CBS in HDTV”. That is HD video.
It looks like they had an HD Video camera at photo shoots. If you notice they are wearing the same clothes you might see in other promot material.
There is a discussion on this topic at AVSForum. Some people on here know way more than me.
The improvement in quality during the promo is so noticeable, that some of our coworkers who have HD sets have mentioned at work that they have shouted to other family members to "get on in here and see this" when it is being shown.
The original PBS loop material is mostly HD video in true 1080i (1920 x 1080) resolution. There was a major visual difference in quality compared with the other productions that are done with film.
The live 1080i CBS sporting events also have been a great example of HD image quality at its best.

Actually I am watching the promo in 480i only. I have a WinTV-D board and a regular analog 27" receiver. The "It’s All Here" promo is outstanding on my set even though I can’t see it in HD! I would really like to see it in HD someday.
